Corruption Allegations for South Africa?s Central Firearms Registry

South Africa --(Ammoland.com)-??Because of the widespread allegations of corruption throughout society, it did not surprise South African Gunowners? Association, (SAGA),?when specific allegations of corruption involving the Central Firearms Register and other parties were made.

South African Gunowners? Association?is, however, disappointed about the allegations against the senior officers since they appeared to have taken steps to remedy that rather chaotic state in which the Central Firearms Register was and to ensure the correct implementation of the Firearms Control Act.

SAGA believes corruption must be rooted out and therefore both the Ministerial Commission of Enquiry and other police investigations must be allowed to continue to ensure that justice takes its course.

We cannot comment on the allegations against the named dealer or any other dealer since we have no facts other than what was published in newspapers. Whatever the allegations, accused persons, including corporate entities, are presumed innocent until their guilt is proved beyond reasonable doubt. Accordingly, justice must take its course.

The suspensions and investigations may affect the implementation of the Firearms Control Act. The Registrar (who happens to be the National Commissioner) has delegated her powers in this regard to the Head of the CFR, who has now been suspended. Unless someone competent is appointed in this position, licenses, permits and authorizations might be delayed unreasonably. It is further hoped that any proposal about a moratorium on the issue of licenses will forthright be rejected. Within a constitutional state it is intolerable to punish the innocent arms dealers and buyers because of allegations of corruption having been made against a few.

We hope the investigations will soon be finalized to enable the powers that be to take the required actions against anyone against whom they have sufficient evidence. Should there not be such evidence the matter should be allowed to rest. If it means that the department must revise or improve its internal controls or systems then that must be done. But, once again, firearms ownership by law-abiding citizens should not be jeopardized.

SAGA has always promoted the lawful ownership and use of firearms. This implies also following the legal and correct procedures when applying for licenses or other authorizations or doing anything else in terms of the Firearms Control Act. We shall continue to do so.

Further, we shall carefully observe government?s actions regarding the investigation and consequences on law-abiding gun owners and, where appropriate, take the necessary steps to address these.

What?s new?
The Ford Tremor is the first 2014 F-150 model to appear using the updates set forth by the 2013 truck such as headlights as part of a revised front fascia.

The 2014 Ford Tremor adds HID headlamps that match up nicely with the FX Appearance Package with flat-black accents that include sporty and handsome 20? wheels.

Like the first generation SVT Lightning, the 2014 Ford Tremor is built on the F-150?s regular cab, and short-wheelbase chassis in the name of dealing with less weight. Translation: More performance.


Interior
The 2014 Tremor?s interior is unique in a number of ways: It features the only flow-through centre console and bucket seats in a regular cab Ford F-150. A floor-mounted shifter is also part of the package.

What better way to ensure both than by dropping in Ford?s venerable and highly touted turbocharged 3.5L EcoBoost V6? Punching out 365 hp at 5,000 rpm and 420 lb-ft of torque at 2,500 rpm, the Tremor will boogie.

A key element in the 2014 Ford Tremor?s off-the-line performance will be the presence of a ?launch-optimized? (Ford?s words) rear electronic locking differential with 4.10 gearing. The only available transmission is Ford?s 6R80 6-speed automatic.

The 2014 Ford F-150 Tremor will be offered as either a 4X2 or a 4X4.

In short
Although the 2014 Ford F-150 Tremor is the spiritual revival of the fabled SVT Lightning, it will not replace it as the rarest and most desirable of editions. It will be the source of many a smoke show and drag race against other would-be performance pickups.

Fuel economy
As a 4X2, the Tremor is expected to manage 16 mpg city and 22 mpg highway or 14.7L and 11.7L respectively.

(KMOV) ? Investigators are trying to find the person(s) responsible for the burglary of a church in the St. Louis area.

According to Police, brass flower pots and candle holders valued at more than $80,000 were stolen from the St. Augustine Catholic Church located on 1371 Hamilton.

Police believe the accident occurred sometime between July 3 and July 12, but the exact date was not immediately known.

The church hosts daily events, and it appears that during some of the events an unknown person(s) stole the brass items.

Anyone with information is asked to call CrimeStoppers at 1-866-371-TIPS.

Veterans find out-of-state military service can cost big when starting college

WASHINGTON ? Some military service members and veterans are being denied their most well-known government benefit: college tuition coverage.

Ted Spencer, a Navy veteran who grew up in Charlotte, N.C., continued to pay the state income tax during his service. But he was denied the in-state tuition rate at North Carolina State University because military service had taken him to California.

The federal government covers the cost of the $8,000 per year in-state rate, but Spencer needed loans and scholarships to cover the $22,000 out-of-state tab.

?It?s mind-blowing to me that North Carolina ? a state that is known for being extremely military friendly and home to the largest military base in the United States ? would be so difficult when it comes to military veterans who want to call this state home,? Spencer said.

Belen Gebremichael, the residency director at N.C. State, said the university has little control to which students they grant in-state tuition, since it has to follow state guidelines. Like many states, North Carolina requires students to be both legal residents and physically living in the state to qualify for the in-state rate. It means that military members could be paying income taxes to a state the entire time they are serving, but if they?re physically stationed in another state they may not qualify for lower tuitions.

Legislation introduced in the House of Representatives in February by Rep. Jeff Miller, R-Fla., and in the Senate in January by Sen. John Boozman, R-Ark., would change that by allowing veterans to attend any public college or university at the in-state tuition rate starting Aug. 1, 2014. If schools would not provide the discounted rate, they would lose federal funds from the Post-9/11 G.I. Bill, which provides funding for service members? tuition and fees.

?The men and women who served this nation did not just defend the citizens of their home states, but the citizens of all 50 states,? Miller said. ?The educational benefits they receive from the taxpayers should reflect that.?

Some universities, however, have expressed concern over the bill, wondering if its timeline is too fast and its impact on their finances too steep.

The timeline is the biggest concern of Lt. Gen. Joseph Weber, vice president of student affairs at Texas A&M University in College Station, because most public schools are not solely in charge of their tuition rates. Most states would have to pass legislation to comply with the federal law. In addition, a board may have to approve the new tuition rates, which would then be implemented at the university.

Since some state legislatures, such as Texas?, only meet every other year, it?s likely they could miss the deadline and be penalized, Weber said.

?At Texas A&M, 100 percent of the veterans would be negatively impacted when only 3.3 percent are currently not receiving in-state rates,? Weber said. He advocated pushing the bill back by a year or two to allow states to comply.

Weber said Texas A&M also has some concerns about the financial impact of the bill. While Texas A&M doesn?t have a high out-of state veteran population, officials wondered about other universities that do. Hundreds or thousands of out-of-state veterans switching to in-state rates would cost colleges millions of dollars at a time most states have been cutting education funding.

Currently, 17 states offer in-state tuition to all veterans, regardless of where they served; seven states offer it with conditions, and 12 states are considering legislation.

Ohio was the first state to pass legislation, in 2009. Dubbed the G.I. Promise, it requires public schools to offer in-state tuition to all troops and veterans.

The state?s largest campus, Ohio State University in Columbus, said it hasn?t experienced any negative effects. Mike Carrell, assistant provost and director of the Office of Military and Veterans Services at Ohio State, said class sizes have dramatically increased since then.

?Our (veteran population) numbers have almost tripled from the fall of 2008 to this year,? he said, saying that both Ohio?s G.I. Promise and the G.I. Bill have contributed to that.

Groups such as the American Association of State Colleges and Universities worry that the bill represents an overreach by the federal government, since determining tuition rates is something states handle. The association also thinks the present language of the bill could have some unintended adverse results, such as slashing current benefits to veterans.

?This bill would not allow any veteran or their dependent enrolled at the public institution to receive G.I. Bill benefits if the institution does not offer in-state tuition to all veterans, thus cutting benefits to our veterans,? said Susan Aldridge, a senior fellow at the Washington-based association.

The Veterans of Foreign Wars, the Student Veterans of America and the American Legion support the legislation. The VFW?s Ryan Gallucci said he wants service members to have somewhere they can go to school at the in-state rate. He said he doesn?t think the bill should have far-reaching consequences, since troops are the only group who can be shut out of in-state tuition rates because of forces beyond their control.

Gallucci said the common problem is that when schools tell service members they don?t qualify for in-state tuition, they just take out loans to pay the difference, instead of looking into other options to pay for school.

?That?s kind of the wrong answer, because when they passed the Post-9/11 G.I. Bill the goal was to provide a free in-state education at the public school of their choice,? he said. ?We want them to go somewhere at the in-state rate.?

More than 800,000 veterans benefited from government education funding in 2010, and the federal government spent just under $4.5 billion on veterans in 2009 for education-related expenditures, according to the Department of Veterans Affairs.

There are other possible fixes pending in Congress, such as putting the private school cap on public schools as well. Service members can get up to $18,000 per year for private school coverage, but public schools are capped at their in-state rate. Schools concerned about switching to in-state tuition for all veterans were more supportive of that idea, but veterans interest groups were not.

Different versions of the bill have been introduced in the House and the Senate; the House version already has 50 bipartisan co-sponsors.

Great news today for Twitter users as the BlackBerry 10 app has received a pretty swell update. The new version brings along some much-requested features as well as UI enhancements. Fort McCoy soldiers take care of Illinois military cemetery

SPARTA, Wis. -

A team of soldiers from Fort McCoy is taking on a special mission at a military cemetery in Illinois.

About 12 soldiers are digitizing grave records at a closed Army base cemetery in Fort Sheridan, Ill.

The goal is to give people visiting a grave site 100 percent confidence that the headstone accurately states who is buried there.

Their work is part of an Army-wide mission to digitally document all grave site in Army cemeteries.

Garrison Command Sgt. Maj. William Bissonette is in charge of the effort, he says the soldiers volunteered to be part of the team.

He said from the moment they stepped into the cemetery, they were aware of how important the project is.

"When they walk through and they see the headstones and say, 'Wow, this guy is a colonel in Custer's Calvary and he's buried here in Fort Sheridan. They realize quickly this is an honorable mission they're on. They were very, very humble about what they were doing, very professional about what they were doing," said Bissonette.

Once all the grave sites are digitally recorded and verified, Fort McCoy will continue to manage the cemetery.

The Army hopes to have the national online database available in 2014.

House Speaker John Boehner is now working with several leading conservatives?including Rep. Steve Scalise of Louisiana, chairman of the Republican Study Committee,?and House Budget Committee Chairman Paul Ryan of Wisconsin?to draft the options menu.

It is based on what?s known as the Ryan budget, according to Rep. Tom Price, R-Ga., a far-right spending plan passed by the House that?s been written off by Democrats as nothing more than a political document that decimates support for the poor and hurts the middle class. And it will outline what Obama will have to agree to for whatever length extension he wants.

For a long-term deal, one that gives Treasury borrowing authority for three and a half years, Obama would have to agree to premium support. The plan to privatize Medicare, perhaps the most controversial aspect of the Ryan budget, is the holy grail for conservatives who say major deficit-reduction can only be achieved by making this type of cut to mandatory spending. ?If the president wants to go big, there?s a big idea,? said Scalise.

For a medium-sized increase in the debt limit, Republicans want Obama to agree to cut spending in the SNAP food-stamp program, block-grant Medicaid, or tinker with chained CPI.

For a smaller increase, there is talk of means-testing Social Security, for example, or ending certain agricultural subsidies.

To be clear, in exchange for a promise not to destroy the economy for nearly four whole years, Republicans want Medicare to be ended. For a couple years, they merely want Social Security cut, food stamps cut, and Medicaid effectively ended.? This seems important.

Although, of course by pointing out that Republicans actually favor the Ryan budget I?ve presumably earned eight trillion Pinocchios on fire. Kindly old Paul Ryan would never do want such a thing!

Mandela situation sparks end-of-life discussions

JOHANNESBURG (AP) ? Sean Davison's mother, a doctor, knew she faced an impending, painful death from cancer. Not willing to endure it, she chose to end her life by not eating. That attempt, Davison said, went terribly wrong.

"It went on for five weeks drinking a glass of water each day," said Davison, a South African citizen by way of New Zealand. "She was decomposing. She couldn't move any limb of her body, which is when I helped her, at her request, to end her life."

End-of-life decisions have become a burning topic of discussion in South Africa, where former President Nelson Mandela has been hospitalized for five weeks, much of that time in critical condition.

A court filing late last month stated that Mandela was in a "permanent vegetative state" but that appears to have been either exaggerated or simply incorrect.

A report from the Mail and Guardian, a respected South African newspaper, said that the 94-year-old does not have a living will, meaning tricky end-of-life decisions could be left to a very fractured Mandela family.

Mandela's wife ? his third ? said Friday she is "less anxious" about the health of South Africa's first black president than she was a week ago. "He continues to respond positively to treatment," said Graca Machel.

Friends and family who have visited Mandela say he is responsive and they feel he is communicative through facial and eye movements. But he being assisted by mechanical breathing, medical support he may require for the rest of his life. That means delicate decisions may still have to be made.

Ahmed Kathrada, a close friend of Mandela's and a fellow anti-apartheid leader, said after a recent hospital visit that Mandela is a "shell" of his former self.

The legalities of end-of-life decisions ? including terminal pain management and the withholding of life-saving treatment ? are murky in South Africa, said Willem Landman, the executive director of the Ethics Institute of South Africa, who wrote in a 2012 paper that the law requires greater clarity.

"Ultimately, at issue here is the suffering of people in the end stage of life," Landman wrote. His paper argued that South Africa should decriminalize assisted dying for the terminally ill and asks whether creating such a law is consistent with or even required by South Africa's constitution.

South Africa's National Health Act of 2003 says that health services may not be provided to a patient without that person's informed consent unless the patient is unable to do so. If no person has been appointed, then consent can be granted in Mandela's case by a spouse or an adult child, in that order.

Mandela when president commissioned a government report and draft bill on assisted dying in 1998, said Davison, who is also founder of DignitySA, a group working to pass a law giving the right to terminally ill people to end their own lives. (AP) ? Russian immigration officials said Saturday they have not received an application from Edward Snowden, the U.S. National Security Agency leaker who wants to get asylum in Russia.

Snowden came to Moscow's Sheremetyevo international airport on June 23 from Hong Kong, apparently intending to board a flight to Cuba. But he did not get on that flight and is believed to have spent the last three weeks marooned in the airport's transit zone.

On Friday, he met with human rights activists there and said he would seek Russian asylum, at least as a temporary measure before going to Venezuela, Bolivia or Nicaragua, all of which have offered him asylum.

But the Interfax news agency quoted Russian migration service head Konstantin Romodanovsky as saying no asylum request had been received as of Saturday. The state news agency RIA Novosti cited migration service spokeswoman, Zalina Kornilova, as also saying no request had been received.

Snowden had made a previous bid for Russian asylum, but President Vladimir Putin said he would have to agree to stop further leaks of information about American intelligence service activities before it would be considered. Snowden withdrew the bid, but participants in Friday's meeting said he was now ready to agree to stop leaks.

Granting asylum to Snowden would add significant new stress to already-troubled Washington-Moscow relations.

Putin and President Barack Obama are expected to hold a summit in Moscow in early September, right before both take part in the Group of 20 summit in St. Petersburg, and the Snowden issue could overshadow both gatherings.

Obama and Putin discussed Snowden, among other issues, during a telephone call on Friday, the White House said in a terse statement that provided no specifics of their conversation about the NSA leaker. White House spokesman Jay Carney said the call was planned several days ago, suggesting that it was unrelated to Snowden's meeting with the activists.

Russia so far has sidestepped the issue by claiming that it cannot take action on Snowden because his presence in the transit zone puts him technically outside Russian territory. But by agreeing to the condition that he stop leaks, Snowden could force Russia's hand.

Friday's meeting in the airport's transit zone included representatives of Amnesty International and Human Rights Watch. The presence of these internationally respected organizations could add weight to Snowden's asylum bid.

U.S. State Department spokeswoman Jen Psaki said Friday the United States disapproved of Russia facilitating what she called a "propaganda platform" for Snowden, "despite the government's declarations of Russia's neutrality with respect to Mr. Snowden."

On Saturday, Russian Foreign Minister Sergey Lavrov aimed to keep up the appearance of neutrality. "We are not having contact with Snowden," he said at a meeting of a regional security organization in Kyrgyzstan, according to Interfax.

Previous reports have given similar data, usually citing the same reasons as well. Texas Senate convenes to debate abortion bill

AUSTIN, Texas (AP) ? The Texas Senate has convened to begin debate and ultimately vote on a bill to implement some of the nation's toughest abortion restrictions.

Demonstrators on either side of the issue filled the Senate chamber Friday afternoon, with state police lining the gallery to stop anyone from disrupting the proceedings.

A Democratic filibuster and an angry protest prevented the bill from becoming law on June 25 in the final minutes of the first special session.

Democrats concede there is little they can do to stop the measure that would require abortion doctors to have admitting privileges at a nearby hospital, require abortions take place in surgical centers and ban abortions after 20 weeks.

Gov. Rick Perry has made the bill a top priority in the U.S.'s second most-populous state.

They may be for borrowing books, but a new study has found that just 18 per cent of college students spend their library time reading.

Instead, they use it to browse social media websites, text friends, shop online and even sleep.

According to research by Lawrence T Paretta and Amy Catalano, while reading school-related printed material is the most common behavior at libraries, it is closely followed by perusing Facebook and social media, which accounts for 11.4per cent of library time.

The internet proved to be a source of distraction among the 730 students observed at two universities in Long Island, New York.

Overall they spent 9.3per cent of their time at the library visiting non-educational and game websites.

Only 4.9per cent of students' time was spent looking at educational websites, and 5.9per cent was used to view online library materials.

The findings were published in The Reference Librarian, which can be read in full on Taylor and Francis Online.

The research was conducted over several weeks during fall 2011. It concluded a week before final examinations began, so as to accurately capture typical study behaviors.

Other behaviors observed in the libraries were sleeping (0.7per cent), reading news websites (2.6per cent) and watching YouTube videos (2.1per cent).

The primary question researchers sought to answer was 'Are students engaging in social media and other non-study behaviors more often than they are studying?'

HOW COLLEGE STUDENTS SPEND THEIR TIME IN THE LIBRARY

  • Reading print material (18.8%)
  • Perusing social media (11.4%)
  • Visiting non-educational websites (9.3%)
  • Viewing online library materials (5.9%)
  • Working collaboratively (5.6%)
  • Texting (4.1%)
  • Reading news websites (2.6%)
  • Watching YouTube videos (2.1%)
  • Shopping online (1.1%)
  • Sleeping (0.7%)

While reading was found to be the most common activity, the study revealed that students are distracted by a multitude of other diversions during their library visits.

Of the 730 students, 95 were observed multi-tasking, with listening to music the most common second activity they were engaged in.

Working collaboratively on school-related projects accounted for just 5.6per cent of library time.

Unsurprisingly, 73per cent of students who were working on computers were distracted by non-study activities, compared to just 44per cent of those not using computers.

The study also revealed that Mondays are the most productive day in terms of students' library use, while Thursdays and Fridays are the days when non-study behavior is most prevalent.
